Job Description

Flagger Force, the industry leader in temporary traffic control, is currently hiring a Recruitment Manager in our Hummelstown facility.

The Recruitment Manager is primarily responsible for leadership and oversight of Flagger Force’s field recruitment sourcing initiatives and the recruitment coordinator Team.  Acts as a liaison with corporate human resources. Drives best practice recruitment strategies in collaboration with the recruitment and facilities manager and specialist team, while acting in accordance with company values, vision and mission.

Primary Responsibilities:

  • Reporting directly to the Senior Human Resources Manager, develops and implements effective and productive recruitment processes and procedures.  
  • Oversees Flagger Force’s Recruitment Coordinator Team including candidate sourcing, advertising, phone interviews, onsite interview scheduling, applicant tracking, and ensures best practice recruitment strategies and tools.
  • Holds staff accountable for best practices of recruitment, employee services, and metrics.
  • Sets benchmarks for performance and reviews monthly with supervisor and team.
  • Collaborates with Flagger Force staff/leadership and community representatives to identify opportunities for networking.
  • Optimizes use of recruitment metrics and the Applicant Tracking System to enable best practices, ensure efficiencies, and optimize the candidate experience in the hiring process and onboarding.
  • Identifies continuous improvement opportunities for the hiring process to ensure quantity and quality of candidates. Works with HR Leadership for approval and implementation.
  • Conducts writing and editing of interview forms, candidate correspondence, and job descriptions.
  • Oversees performance of recruitment advertising efforts.
  • Travels to Local Facilities and candidate sourcing areas on a limited basis.
  • Other duties as assigned.

Job Requirements

Requirements:

  • A Bachelor’s degree in Human Resources or related field required.
  • PHR or SHRM-CP preferred.
  • Minimum of five (5) years prior recruitment experience, with an emphasis on high volume, light industrial candidate pools.
  • Minimum of two (2) years leadership experience with proven ability to mentor and drive best practice results.
  • Strong working knowledge of HRIS, Excel and Microsoft Office software systems.
  • Excellent judgement and decision-making skills.
  • Ability to communicate (written, verbal and non-verbal) clearly and maintain a consistent professional and positive, upbeat manner.
  • Exceptional customer service, active listening, and problem-solving skills.
  • Must be proactive and service oriented with keen attention to detail; ability to anticipate needs required.
  • Must possess high sense of resiliency and adaptability within a diverse culture.
